New York Burger Part I: Bigger Isn’t Always Better [Columbia Spectator]
I have to agree about JG Melon, fantastic burger but no one mentioned Ottomanelli's on York btw 86 & 85th. The burgers there are awesome! Not only are they a mouthful but they also use the meat from their butcher shop down the street. Great meat, good eats.
Even thought this is off point it must be said, they make the most amazing pizzas I’ve ever had. Also, you can bring your own alcohol (no corking fee).

JG Melon is the best burger around the UES. I used to be a fan of Jackson Hole, but the burgers there are simply not as thick, juicy, or as perfectly-cooked as JG Melon's. If I am not on the UES, I'll take a burger at the Burger Joint in Le Parker Meridien Hotel anyday -- as Sue commented, those are somewhat similar to In-N-Out.

If he is looking for a place like In N Out in NYC, the only place I can recommend to him is Burger Joint (at Le Parker Meridien Hotel). Its the same vibe more or less like In N Out.
